This is a 19th c. Ottoman Kard dagger. The traditionally shaped hilt is of bone fastened to the tang by three rivets. The blade is hand-forged wootz with an easily visible pattern. The back of the blade is straight and level to the tip. The blade edge is very slightly recurved, as in a yataghan, and sweeps up to a fine point at the tip. The width of the blade is ⅛ inch at the hilt, tapering distally to the tip. The blade is 7 ¼ inches long, ½ inch wide. The overall length is 11 ½ inches.
This weapon is more accurately called a stiletto. It's use was likely as a covert weapon.
